
Sustainability
PLC’s business is founded on responsible, sustainable development. We are working in partnership with landowners, communities, and Government to drive economic development in PNG that delivers shared value and supports social progress.
The development of lime and cement production in PNG is aligned with the national Government’s development goals. The production of cement in particular is a key enabler of cost-effective construction, which is needed for PNG to improve its residential and commercial construction, civil infrastructure, and to develop industries.

Delivering shared value
As the owners of the natural resources that underpin our development, PNG’s people will have direct equity interests in our projects. The terms of their involvement is established in the Project Development Agreement (PDA) struck between PLC, The Government of PNG and landowners.
State Equity Participation: The PNG Government will take a 13% equity stake (with an option to increase to 18%) in the project’s Quicklime and Cement special purpose vehicles (SPVs). This equity participation aligns the national government as a partner in the Project’s development and demonstrates the State’s commitment to the success of this nationally significant initiative.
Free-Carry for Locals: Under the PDA, local landowner groups from the Project area and the relevant Provincial Government will receive a free-carried equity interest in the Project. The State will fund the equity interests allocated to the Central Provincial Government and local landowner companies, relieving these community stakeholders of any financing burden.
The agreements include anti-dilution provisions to ensure the investments of local people are protected.
Partnerships
As part of the Final Investment Decision for the Central Lime Project PLC presented the Kido and Rearea landowner companies with PGK 2.73 million. This was complemented by PGK 1 million from the Central Province Government, to support business and social infrastructure initiatives.
In December 2025 PLC announced the formation of a series of joint ventures with the landowner companies. The joint ventures are well capitalised and have been established with equipment, leadership and governance models to make them sustainable for the long term as they support the Central Lime and Central Cement Projects construction and operations.
Training
Pacific Lime and Cement has an agreement with the Australia Pacific Training Coalition (APTC) that will see both parties collaborate to deliver training opportunities and skills development for people in PNG communities, to improve their opportunities for direct and indirect employment with the Central Lime Project. The APTC is an Australia’s flagship Technical and Vocational Education and Training program in the Pacific region. The APTC works collaboratively with national governments, development partners, the private sector, organisations for people with disabilities, civil society organisations and Pacific TVET institutions across ten countries: Fiji, Kiribati, Nauru, Papua New Guinea, Samoa, Solomon Islands, Timor-Leste, Tonga, Tuvalu and Vanuatu.


Community
We aim to foster opportunity, create employment and contribute to sustainable national development as the country advances along its growth path.
To support healthy communities, Pacific Lime and cement has started construction of a new rugby and sports field in Kido. Design works are complete with construction is underway, in parallel with Stage 2 development of the wharf.
The sports field will be a valuable social infrastructure facility for the Kido community and early construction will allow for a transition from the existing field to a new location.
Future projects include the provision of water and electricity supply infrastructure, and connecting road and bridge access to Port Moresby.
Low carbon production and carbon offsets
Pacific Lime and Cement is putting the building blocks in place to be a low carbon cement producer. The Company is progressing an additional early-stage feasibility study for a Solar PV and Battery Energy Storage System (BESS) dedicated to the downstream processing facilities within the Central Lime and Cement Projects Special Economic Zone (SEZ).
The objective remains to enhance energy reliability, lower emissions, and stabilise operating costs for PLC’s lime and cement processing operations while supporting the broader SEZ vision for sustainable, self-reliant industrial development.
The Kamula Doso Forest Conservation Project, spanning approximately 813,000 hectares, is one of the largest forest carbon projects of its kind worldwide. In partnership with technical advisor EP Carbon, the Company is progressing the preparation of validation documentation required for future issuance of Verified Carbon Units (VCUs). The project is also pursuing Climate, Community & Biodiversity (CCB) Gold accreditation and is aligned with multiple UN Sustainable Development Goals (SDGs).
